Acquisition of universal dispensers of menstrual products in open access (approximately 80 dispensers) and supply of disposable and biological menstrual products. As part of the 2020-2026 mandate and as part of its non-sexist city public policy, the City of Nantes wishes to commit to fighting inequalities related to period poverty and the taboo of menstruation. In order to guarantee access to quality period protection, whatever the reason (precariousness, breakdown assistance, etc.), the City wishes to install free access to period protection dispensers in different types of equipment on its territory. In addition, several partner structures of the City of Nantes (CCAS, Nantes Métropole and Nantes Métropole Habitat) have expressed their interest in the Zero Taboo scheme and also wish to be able to offer this scheme to their users.

Purchase of universal dispensers, allowing free access to menstrual products. Dispensers must be able to accommodate 4 types of period protection and be customizable. Single-contractor framework agreement with purchase orders, with no minimum amount, but with a maximum amount set at €23,500 (excluding VAT) over the entire overall contract period (including renewal periods).

There are four types of period protection: Normal Flow Period Pads, Normal Flow Wings, Normal Flow Applicator Pads, Normal Flow Digital Pads. Period protection must imperatively meet the regulations in force in France and the European Union, in particular Article L. 421-3 of the Consumer Code, relating to the general obligation of safety and the REACH regulation. In addition, menstrual products must be made of organic cotton and certified with the Global Organic Textile Standard (GOTS) label or equivalent, not bleached with chlorine or chlorinated agents, without plastic in contact with the skin, without toxic chemical substances, without perfume or dyes. Single-contractor framework agreement with purchase orders, without any minimum amount, but with a maximum amount set at €250,000 (excluding VAT) over the entire overall contractual period (including renewal periods).

These are normal flow and abundant flow with fins period towel packs. Period protection must imperatively meet the regulations in force in France and the European Union, in particular Article L. 421-3 of the Consumer Code, relating to the general obligation of safety and the REACH regulation. Period products must be packaged in packs of at least 10 pads. Single-contractor framework agreement with purchase orders, with no minimum amount, but with a fixed maximum amount, over the entire overall contractual period (including renewal periods) of €4,500 (excluding VAT).
