The Assignment includes a Public Program and a Private Program.
The Contracting Authority has drawn up a Project Definition to further frame the Contract, in which (the object of) the Contract is further described and framed, and in which the infrastructure to be realized as well as the basic objectives that the Contracting Authority wants to achieve with the Contract are described.
In general, the Public Programme and the Private Programme can be described as follows:
- Publiek Program
The Contractor is responsible for the upgrading and future-proof redevelopment of the City Hall and Pupil site.
The Public Programme covers (at least) the following:
Fixed Part A: The design and realization of the following public design within the Project Area:
- the (re)design of a part of the town hall complex where, among other things, the new wedding hall, acoustic chamber concerts and solemn receptions are to take place, as well as the collection of mayor portraits will be exhibited;
- the expansion of the academy;
- a public bicycle shed;
- the public environment within the Project Area;
- Kunstintegratie;
Fixed Part B: Drawing up a master plan for the design of the Planning Area;
Conditional Part C: The (follow-up) design assignment for the public design of the Planning Area (based on the master plan cfr. fixed part b);
Conditional Part D: The realization of the public design of the Planning Area (based on the designs cfr. conditional part c);
- Private Program
The Contractor must be responsible for the development of those parts (both buildings and layout of the outdoor spaces) within the Project Area that are not part of the Public Program and whereby this development (including the accessibility of the site) is fully provided within the contours of the Project Area and in accordance with the Project Definition and Output Specifications.
The Contracting Authority wishes to achieve a lively and liveable city centre. A diversity of functions is envisaged. We are looking for an image-defining function that, in addition to the Public Program, gives the site its own identity and provides a supralocal attraction.
