Preparation of a call for tender for the Hailuoto Fixed Link PPP (Public Private Partnership) project, tender announcement, contract negotiation, preparation of a procurement decision and contract signature in interaction with a financial and legal consultant. In addition, the acquisition includes ensuring the implementation of the investment phase contract, managing additional and conversion work, and coordinating quality management with the customer. The assignment does not include supervision of the construction site.

The Hailuoto fixed link project involves the construction of embankments and two bridges from the mainland to the island of Hailuoto. The authorization granted by Parliament to the project is EUR 116.9 million. EUR, which includes all costs of the project to the client.

The tasks of the Technical Advisor are expected to start in March 2019, immediately after the contract has been signed. According to the subscriber's preliminary schedule, the invitation to tender must be completed by June 30, 2019. For risk management purposes, PPP procurement is initiated when the road plan and water permit are in force. The contracting authority estimates that after the publication of the contract notice, the tendering phase will take approximately 10-12 months until the contract is signed. The investment phase will take approximately three (3) years.

The technical advisor's tasks include preparing the procurement and competing with the financial and legal consultant, and ensuring the implementation of the investment phase agreement with the client.
