Technobel wishes to enter into a framework agreement and, subsequently, several subsequent contracts. These concern services in the field of vocational training in computer, technical and industrial fields.

The framework agreement defines the legal, financial, technical and administrative context that will govern the relationship between Technobel and the contractors during its validity period.

In a 1 st time, each lot of the framework agreement can be awarded to 5 bidders. These are classified at most economically advantageous according to the criteria of the contracting authority (see number 2.3.2). In a 2 d time, and whenever necessary, the contracting authority implements the "cascade" mechanism in 2.3.3.
