General Context
On 23.5.2016, the Flemish Government decided to approve in principle the renewal of the HR system used to support the processes of the Flemish government, in particular PersoneelPunt. This program renews the jointly integrated HR system, which consists of three major functional components (core HR, payroll processing and talent) supplemented by a number of service applications and interfaces.
In addition, the Flemish Government also decided to far-reaching standardization of the HR processes of the Flemish government and of the offer for all entities, with a view to guaranteeing the performance and efficiency of the integrated system.

Object of the contract.

The contract is not divided into lots, because the different parts (rights of use, implementation and operation) are inextricably linked and it is not possible to offer one part without knowing what the other parts are.
a) Rights to use a wage motor;
b) Implementing this wage motor in the application architecture of the Flemish government;
c) Operation of the wage motor after production.
Scheduled execution time
Setup and configuration will take place after the conclusion of the current agreement regarding the pay engine. In 2022, the contracting authority intends to run a certain period in parallel with the current environment, with a view to continuing the existing services of the Agency for Government Personnel with regard to all entities of the Flemish government that fall under the Flemish Staff Regulations.
1.1.2023 is the final date to switch to operation, as the contracting authority then wishes to terminate the contract with the current wage motor.
