The order includes the operation of a dynamic procurement system for the period from January 1st, 2021 to December 31st, 2024 for industrial support in the area of the HIL branches on the Eagle system with the following supply numbers:

The required service essentially relates to the implementation of maintenance services in maintenance levels 2 and 3. The contractor provides fitters with the required number and qualifications for the number of repair hours specified in the quantity structure.

In the participation competition, applicants have the first opportunity to submit an application to participate in the dynamic procurement system. If the application to participate is not submitted before the deadline for participation on October 21, 2020, 5 p.m., the registration office cannot ensure that the applicant will be considered for the first upcoming mini-competition, assuming a positive aptitude assessment

You can also apply for participation for the entire duration of the dynamic procurement system. For this purpose, an interested applicant can submit a corresponding application to participate at any time after the completion of the participation competition. If suitability is determined, the applicant receives a framework contract and is involved in future requests for offers for mini-competitions (explained below):

For all requirements that have to be met during the term of the dynamic procurement system, the individual orders are placed in mini-competitions. These are based on the requirements of § 14 (5) VSVgV.

The requirements are generally assigned annually for the following year. Any additional requirements that may be necessary are also awarded in mini-competitions during the year.

All companies are involved in the mini-competitions that are holders of a framework contract as participants in the dynamic procurement system at the time of the request for offer. The mini-competitions are carried out electronically via the HIL GmbH award marketplace.

The conditions for the individual order are specified in the tender documents of the respective mini-competition, in particular with regard to the personnel capacity and qualification required for the respective annual requirements as well as any required additional services, such as B. Special tools or technical documentation. The registry may exclude an offer from a company that does not provide the required number of employees with the required qualifications or that cannot meet the requirement of the provision.

The contract will be awarded to the most economical offer. The most economical offer is determined on the basis of the offer price and the personnel qualifications using the simple guide value method (both criteria are weighted with 50% each). The details of the evaluation method and criteria will be announced with the request for offer.

The total forecast number of hours for every 4 years is 68,000 maintenance hours (17,000 planned hours per year). Optionally, a total of 20,400 repair hours (quantity option) can also be ordered.
