The municipality of Ranua has decided to implement a new middle school and upper secondary school as a new building in the municipality. The building will be adjacent to the newly completed community centre, and an indoor connection will be implemented between the buildings. After completion, the new building will house ranua's entire middle school and upper secondary school activities. The community centre houses ranua comprehensive school in the municipality of Ranua (grades 1-6), Ranua library and evening users, which include, for example, a community college.

The upper secondary school is implemented as a kvr contract, including planning, applying for permits and construction.

According to the preliminary schedule, the contractor selection will be made at the beginning of 2023, and the construction work is scheduled to begin in early summer 2023. The property must be ready in October 2024.

The municipality of Ranua has decided to build a middle school-upper secondary school renovation building next to the multipurpose building Kerkä, which was completed in 2022. In this project, a connection will be established between the buildings so that the premises can be used interchangeably between the users. After graduating from middle school and upper secondary school, Ranua's basic education (grades 1-9), high school activities and the library operate under the same roof.

The current prefabricated upper secondary school building will be demolished and moved out of the new building during the spring of 2023 so that work on the new building can begin on 5/2023.

The new building will be approximately 3,100 m2. The project will be implemented as a kvr contract, in which the selected tenderer is responsible for the design and implementation of the project as a whole. The client sets a ceiling price for the tenders, which the tenderer's offer must not exceed. The contractor comparison is made by simply comparing the quality of the tenders. Reference plans drawn up by the client are attached to the request for participation.

The project's schedule target is that the selection of tenderers for the negotiation phase will be made at the turn of October-November 2022, the negotiations will take place in November-December 2022, the final invitation to tender will be published during December 2022 and the procurement decision will be made in January 2023. The contract (works contract) will be signed in February 2023. The estimated start date of the construction work is May 2023 and the goal is that the middle school-upper secondary school can be commissioned in October 2024. The above schedule will be specified as the procurement and the project progress.

The client uses a promotional fee in the procurement. Bidders who have progressed to the tendering stage and who have submitted a tender in accordance with the invitation to tender in the final invitation to tender will be paid a commission by the client. The offer fee is €50,000. To clarify: if 3 bidders proceed to the tendering stage and all submitting acceptable final bids will receive €25,000 for both losing parties.

During the negotiation phase of the invitation to tender, it is possible to discuss tying the contract price to cost indices.
