's-Hertogenbosch is a lively municipality with over 150,000 inhabitants. Our organization has approximately 1,300 employees who are located at multiple locations within the municipality.

The municipal organization is on the move and working hard to give substance to current topics such as quality of life, sustainability and safety in its own way.

One of the departments within the municipality is the Waste Service (AFV).

Due to wind and weather, we collect waste from residents and companies in the region. We do this with more than 200 employees and 80 vehicles at around 120,000 households and more than 3,000 companies, restaurants and institutions.

The activities of the Waste Service include:

Collection of household waste residents 's-Hertogenbosch. We empty the grey, green and blue containers and also take care of the collection of textile, glass, plastic, paper and residual waste containers in public spaces.

Collection of household waste in regional municipalities. We collect one or more waste streams related to household waste from a number of surrounding municipalities.

Collection of industrial waste from more than 3,000 companies, institutions and catering establishments in the region.

Management of 3 environmental stations, 2 for residents and 1 for industrial waste.

Collection, storage and transhipment of (small) hazardous waste (kga) for both 's-Hertogenbosch and for a large part of the south of the Netherlands.

Transfer station for various waste streams.

Regional Sorting Centre (RSC) for plug-in or battery-powered devices.

Purpose of the tender

Later Renkum (2001), Veenendaal (2008) and Renswoude (2020) were added.

As an independent company, ACV focuses on regaining raw materials from waste streams and the management of public space. Activities such as waste stream collection, street cleaning, smoothness control, swirling and pest control are part of this. In addition, ACV has been closely associated with the Restore Kringloop Foundation since 1999.

Introduction to Cycle

Cyclus N.V. supports its municipal clients in creating a clean and safe environment. Cyclus ensures that the waste of residents is collected and that the public space remains clean. Cyclus specializes in the interplay between waste management on the one hand and keeping public space and (business) sites clean on a daily basis on the other. Cycle is publicly oriented and privately organized. Cyclus uses this hybrid character to perform the social task of its clients as well as possible. As an implementing organisation, Cyclus collects waste on behalf of and in consultation with municipalities and, as a purchasing organisation, has it processed sustainably into valuable raw materials. At Cyclus, approximately 200 employees work together to make the living environment of more than 400,000 inhabitants of the region clean, whole and safe and to keep it that way.

For Cyclus, the closure of (regional) raw material chains, in collaboration with various partners, is a spearhead. The realization of the VANG objectives indoors (household waste) and outdoors (waste in the public space and waste from socially engaged institutions and organization) is an important guideline in this. Cooperation with municipalities and buyers of raw materials to achieve high-quality applications is crucial in this.

Purpose of the tender

The purpose of the tender for Cyclus NV is to conclude a framework agreement with a minimum of one (1) and a maximum of five (5) Preferred Suppliers (Brand Dealers) for a period of twenty-eight (28) months. The intended effective date is June 1, 2023. The expiry date of the agreement(s) on 30 September 2025. This end date was chosen to align the expiry period of these new agreements with the expiry period of existing agreements with various Midwaste members.
