The scope of the project is to provide access to mortality data with pre-calculated statistical models already applied to the dataset for all providers in England. This will enable accurate identification and monitoring of NHS Trusts with escalated concerns. NHS England do not wish procure a tool that provides access to performance data beyond mortality rates; NHS England will conduct its own triangulation of data extracted from the mortality tool with other published sources.

The aim of procurement and subsequent contract is to provide access to mortality data, the scope includes future developments and the bidder should be willing to develop further mortality calculations to adapt to changes introduced during the contract period by regulatory/statutory bodies. This will be carried out in consultation with analytics leads within NHS England.

Access to an online tool is currently provided for the NHS England North Region to support the quality and performance work programmes. Recently, the structure of the NHS England internal Directorates has changed to provide 2 analytical teams based across England. The online tool now needs to be procured to fulfil the mortality data access requirements across the 2 teams.
