The subject of the present award is the planning services for the expansion of the urban railway Paul-Suhr-Straße in Halle (Saale). The aim of this project is to implement a double-track extension of the track systems over a total length of approx. 760 m. In addition, utility cable laying is planned. In the section are
2 stops (Paul-Suhr-Straße out of town and Moskauer Straße in both directions), which are barrier-free to build.
The builders function has the Hallesche Verkehrs-AG. The project belongs to the Stadtbahn program Halle and is funded.

The services are awarded in stages. There is no legal claim to the commission of Lph 3 to 7.
The fee schedule for architects and engineers (HOAI), status 2013 applies as a basis for the scope of services of general planning, the planning of traffic facilities and other optional services. The planning contract includes service phases 1 and 2 according to HOAI including all technical papers necessary for assessing the route.
These are first in Lph.1 and 2 the following services:
- Object planning traffic systems track systems: Lph 1-2,
- Object Planning Traffic Systems Stops: Lph 1-2,
- Object planning traffic systems road construction, sidewalks, parking lots, LSA and traffic management and diversion: Lph 1-2,
- development of a task for ground investigation,
- management coordination (inventory plan),
- Planning accompanying measurement (design survey): Lph 1-4,
- Traffic investigation.
The contractor assumes the function of the general planner and thus has to provide all the necessary services, possibly with the involvement of subcontractors. The term indicated in point II.2.7) refers to the total duration including options.

Procurement procedures for freelance work and construction work (probably up to approx. 12 awards (division of parts or subject lots))
The service is provided using existing digital project management systems (central order and billing, scheduling and cost planning, data storage).
