Open procedure subject to harmonised regulation with different quality criteria other than price. The procedure is divided into two phases, the first will consist of the evaluation of criteria subject to value judgment, the second phase will consist of the evaluation of automatic criteria, in order to be able to evaluate the automatic criteria, a minimum of fifty percent of the score established for the criteria subject to value judgment must have been obtained. Bids must be submitted in Spanish or officially translated into Spanish.

Mixed contract for the acquisition of a 1 MW of power and 8 MWh of energy redox flow battery system and the engineering necessary for its proper operation, quality award criteria other than the price have been established, with the expected execution period being 16 months or, where appropriate, a reduced period offered by the bidder that is awarded the contract. As a special condition of execution, an economic policy has been established, an insurance policy throughout the execution of the contract and an environmental policy of compliance with the provisions of green label 022 of Component 10 of the Just Transition Strategy of the PRTR R+D+i projects for the production of green hydrogen.
