The contract concerns the general project management (comprising a main mission and additional missions) for studies and works to improve the insertion of the entrance ramp to interchange No. 59 from Menton to Nice. The works covered by this MOE will be carried out under circulation in restricted land areas. The works concern, as an indication: the widening and strengthening of an existing non-current structure, the creation of abutments for the widening, the relocation of the RD 22A with the creation of a retaining wall, earthworks, roads, sanitation, horizontal and vertical signage, road and motorway operating and safety equipment, architectural and landscaping.
It is specified that this project will be carried out on a registered site.
A main mission, with reference to the mission elements of the law known as the “MOP law”:
- appropriation and updating of previous studies (DDP / AVP / APOA);
- the preparation of Business Consultation Files (DCE);
- Assistance to the contracting authority for the award of works contracts (ACT);
- the visa for execution studies (VISA);
- the Direction of the execution of works (DET);
- Scheduling, steering and coordination of the operation (OPC);
- the preparation of Synthesis documents (SYN);
- assistance with reception operations and during the guarantee period of perfect completion (AOR).
The additional coordination, study and project management assistance missions will include in particular:
- assistance in the designation of specialist study providers, monitoring and management for the performance of in situ investigations and laboratory tests for G2 AVP, G2 PRO geotechnical missions and test summaries;
- geotechnical studies G2 AVP, G2 PRO on the basis of geotechnical investigations;
- assistance in the designation of external controls (including for safety audits during the studies phase);
- assistance in obtaining highway and RD DESC, summary of operations;
- summary and monitoring of the OPC within the scope of the operation;
- agreement for handing over works to the departmental council (works and land delimitation);
- Assistance in budgetary and accounting monitoring (ASBC);
- assistance in the implementation of communication supports such as schedules, diagrams, illustrated technical notes.
The candidate must include specialists in all aspects of the operation as mentioned above.
During the construction and monitoring phase of the work, the project manager will have the skills required for each phase of the site (engineering structure, road works, road equipment). On-site presence will be requested on the basis of a full-time equivalent. The exhaustive details of the missions entrusted will be specified in the companies' consultation documents.
