Hjartdal municipality hereby invites tenderers to a tender contest for the construction of Hjartdal New Care Centre.
This competition is for contract K001 — turnkey contract — planning and construction of Hjartdal New Care Centre.
The work consists of preparing plans and the construction of Hjartdal New Care Centre, based on the attached sketches and function descriptions. Plans shall be prepared for the basis for the framework application and work plans for the basis for the start-up permit — IG. In addition to the planning and construction of Hjartdal New Care Centre, the work includes the demolition of an existing nursing home and ground preparation for the new building.

The Contracting Authority emphasises that the local Authority finances are overextended and alterations during the process will therefore not be applicable. The offered price will therefore be fixed.
The project has a budget of 90 NOK including VAT. The amount is an estimate and is not binding for the contracting authority. See Part 2, requirement specifications for further information.
The project is subject to political approval if the total sum exceeds 90 000 000 NOK including VAT.
Hjartdal New Care Centre shall be financed through a loan from the Housing Bank of Norway. The Housing Bank of Norway has notified that, due to some uncertainty of the result of the coming tender contest, which will only be clarified after the holidays, the pledge of a loan in the Housing Bank of Norway cannot be confirmed until after the holidays. The start-up / cancellation of the competition is, therefore, subject to final confirmation from the Housing Bank of Norway.

The work will be carried out as a turnkey contract.
Lots and alternative tenders:
Tenders cannot be submitted for only parts of the assignment.
Prices can be submitted for variants of a new care centre within the same site area. Tenderers will not be bound by the attached drawings for variants, but the requirements for the Housing Bank of Norway's rules must be fulfilled. All functions and room solutions included in the attached drawings shall also be included in variants. Those who would like to submit prices for variants must also submit a price for the requested project as it appears in the tender documentation. Variants must be documented and described in the same way as the requested tender.
The Contracting Authority has considered splitting the assignment in accordance with PPR §19-4, but has decided that a turnkey contract is correct for the Contracting Authority.
