Halton Housing Trust (HHT) was formally created on 5.12.2005. The Trust is a company limited by guarantee and registered with Companies House. We are a not for profit housing association, who own and manage 6 100 homes in the Cheshire towns of Widnes and Runcorn.

We provide affordable homes for people who may not have the means to buy or rent a home privately, help people who are homeless and provide support to older or disabled people to help them live independently in their own homes.

In summary the purpose of this tender process is two-fold. Firstly the tender process is to create a long-term framework of 5 contractors to support the Trust for the next 4 years. Secondly, the tender is to identify the contractor to deliver the initial package of works to be awarded under the proposed framework, which is detailed below.
The ITT has been issued by HHT and sets out the information which is required by HHT in order to assess the suitability of contractors and their ability to deliver the requirements of the proposed framework and the associated call-off contracts/packages to be awarded during the 4 years of the framework.
HHT invites Tenders from Tenderers in respect of creating a boiler and central heating install works framework as part of the internal improvement works to be delivered by the in house Construction Services department. The proposed framework is to consist of a maximum of 5 contractors and will last for no more than 4 years (48 months) from commencement. Annual framework expenditure is estimated to be 300 000 GBP, however, no guarantee can be given as to the actual amount of work that will be ordered and no variation to any tendered rates or percentage adjustments will be made should the value be greater or lesser than the estimated value. The works ordered will be distributed amongst successful Contractors at HHT's discretion.
The initial package/call-off contract to be placed from the framework covers proposed works to circa 548 addresses during 2014-2015. The addresses will be occupied for the duration of the works. The works required to each address to be determined by scoping survey information, which will identify the extent of the boiler and/or central heating installs works required. For this initial package of works to be awarded from the framework, HHT wishes to enter into contract with a single framework contractor.
For the purposes of the tender, a provisional assessment of the anticipated numbers of boiler and central heating installs has been made within the Schedule of Works, which accompanies the ITT.
It is anticipated that the initial call-off contract (Main Contract) will commence 15/6/2014 with a completion date of 31/3/2015. The intention of this initial call-off contract is to run two streams of works.
Main stream – addresses identified as requiring a mix of kitchen/bathroom/rewire/boiler/central heating elements
Second stream. The addresses requiring a rewire/boiler/central heating only element of work. Any of the addresses with a boiler and/or central heating install element have been programmed to commence in June 2014. Boiler and central heating installs will either be to addresses:
1) in conjunction with other internal refurbish to bathrooms and kitchens, to be carried out by the main contractor.
2) in conjunction with rewiring only renewals.
3) with boiler and/or central heating only identified.
Additional addresses may be added subject to survey. The boiler/wet system element of the works will be required to be completed within two working days, inclusive of all making good.
The programme for the initial call-off contract will be based on a maximum of 5 staggered starts per week on each of the main and secondary streams. Therefore a total 10 starts per week over the two streams.
