This tender is being issued by Kings College London (KCL).
During the next three months, Kings College London intends to create a new wholly-owned subsidiary, a company limited by shares, Newco.
KCL wishes to appoint an external organisation to provide a fully outsourced service to operate the Kings Talent Bank. The Talent Bank (presently a draft title) is a new venture that will be delivered by Newco.
KCL is administering this tender process on behalf of Newco. Any contract awarded as a result of this tender will be between Newco and the Contractor.
Newco will be the legal employer of temporary workers, many of whom will be students and graduates of KCL.
The Contractor needs to deliver a service of which the Authority has seven essential requirements:
Requirement 1: An existing, reliable and well-proven web-based portal.
Requirement 2: Comprehensive HR management of the temporary workers.
Requirement 3: Comprehensive payroll services for the temporary workers.
Requirement 4: Handling all aspects of pension provision for the temporary workers.
Requirement 5: The provision of suitable electronic records that record the cost of temporary workers engaged by hiring departments within KCL and/or engaged by external entities.
Requirement 6: Customer service, HR Business Partner support, and monitoring service quality.
Requirement 7: Planning and implementing orderly transition arrangements from KCLs current arrangements to the new Talent Bank.
The delivery of all relevant legal compliance and following generally-accepted good practice are cross-cutting themes that need to be delivered across the above seven requirements. In particular, relating to employment legislation, HMRC requirements, UK Visas and Immigration (UKVI) requirements and equality and diversity.
