Design, organization and animation of meetings on the territory of intervention of the EPF Hauts-De-France and associated communication campaign

The purpose of this consultation is to design, organise and organise a tour of the territories in which EPF Hauts-De-France operates. The services include the production of associated communication media as well as the capitalization of the material produced in order to feed the next multiannual intervention program of the establishment.

An actor in the development of the territory of the Nord and Pas-de-Calais since 1990, of the Somme since 2021, the Public Land Establishment is a major partner of local authorities concerned with "remaking the city on the city". As a public operator of the State, the establishment participates in the transformation and development of territories by facilitating the reception of development projects on neglected land, so as to fight against urban sprawl and the artificialization of agricultural or natural land.

Its intervention consists more specifically in the preparation of land for the reception of development projects (housing, economic activities, services or biodiversity) on sites that it acquires, manages, often demolishes and decontaminates and then resells to communities or third parties designated by them who, in relay, will ensure the development and construction.

Initially created 33 years ago to requalify disused mining and industrial sites, the EPF has gradually diversified its intervention to support the recycling of degraded or non-degraded land, of any "nature" (commercial, tertiary, hospital, railway wasteland, former silos, homes or farms... from several tens of hectares to a hundred square meters) on all the territories of its perimeter (both centrally and on the periphery, within urban or very rural communes).

Although the establishment uses a significant part of its resources to support the realization of housing projects, especially social housing, it operates for projects of a very varied nature and scale, from the hosting of battery factories, to the creation of municipal facilities, cultural public spaces, areas or premises of activities or urban forest or wetlands.

Finally, after five years of debate and exchange, the institution recently reached an important milestone in its history by extending its scope of intervention to the Somme on 6 August 2021, becoming EPF Hauts-De-France.

At the end of a year of co-construction with all the institution's partners, the Board of Directors of EPF Hauts-De-France adopted on Friday 29 November 2019 its multi-year intervention programme (PPI) 2020/2024. Strategic roadmap for five years, this 5th PPI specifies the challenges and orientations of the establishment, its operational modalities and conditions of intervention, some of which are new or adjusted compared to the previous PPI.

This new PPI began in a Covid context - not conducive to physical exchanges - in a political landscape partly reshaped with the renewal of many communal and community councils and integrating the Somme into its scope of intervention in 2021.

After three and a half years of exercise and the realization in June 2022 of a mid-term review, the need for an exchange on the ground and a meeting with local actors appear necessary and timely.
