The purpose of this contract is to provide administrative and ministerial support services to establish a strategic plan for the hydrogen sector in the Walloon Region. (CPV code 71214000-4).
The contract includes a firm phase and a conditional phase.
The firm section includes the following services:
• First part: drafting of a synthesis document containing all the Belgian (regions and federal state), European (EU) strategic documents and the current strategic plans for hydrogen of the EU countries and Switzerland.
• Second part: Elaboration, on the basis of working meetings with Walloon stakeholders, of a vision and strategic objectives for the hydrogen sector in the Walloon Region.
The conditional bracket includes the following benefits:
• Elaboration, on the basis of working meetings with Walloon stakeholders, of operational objectives to achieve the strategic objectives by 2030 and the actions necessary to achieve them, accompanied by indicators.
The mission involves a contract to support the administration and the ministerial cabinet. The aim is to propose to the Walloon Government a strategic plan for hydrogen. This plan aims to create and develop the hydrogen sector in line with all the efforts undertaken to achieve the neutrality of CO2 emissions by 2050. His general vision is therefore well on the horizon 2050. However, it will only be developed in detail with a view to 2030; retail development for the next two decades will take place later and is not part of the present market.
It is not a question of starting from a blank sheet, but rather, within the scope defined by the existing general documents, of starting from the elements already elaborated by the Administration. On this basis, and with on the one hand the input of the stakeholders and on the other hand that of the specialists who will be mandated by this contract, definitive formulations will be established.
The mission will take place in 2 tranches, which are described more precisely in the technical clauses of the special specifications.
