This consultation concerns a design and construction contract for the construction of a new "Stronglight" gendarmerie barracks in Saint-Etienne. This construction project includes 45 housing units as well as offices, specific premises and technical rooms.

Loire Habitat intends to use the procedure with negotiation insofar as the public contract concerns design services.

The use of a design-build contract is justified on technical grounds making it necessary for the contractor to be involved in the studies of the work.

The use of a design-build contract immediately associating, prime contractor and general contractor, is justified by the complexity of the work and the need to design and retain a global project on the basis of the reference system of the gendarmerie, and with a technical, budgetary and timetable framework.
