OED is reviewing the need to change the policy apparatus in order to facilitate handling CO2 in waste incineration and in industry in cooperation with the involved ministries. In order to ensure the best possible expert assessment basis and good progress in the review work, we have decided to obtain external assistance from consultants. The analysis work will be based on the existing knowledge basis, seen in connection with other relevant reviews, and will include a socio-economic consequence analysis of the policies that are assessed. The notice includes an option for subsequent reviews of any new/proposed policies. If the review uncovers a clear and well-justified need to change the existing policy apparatus for CCS, and one or several measures appear as particularly relevant, the contracting authority could give the consultant the assignment of reviewing this in more detail.

The notice includes an option for subsequent reviews of any new/proposed policies. If the review uncovers a clear and well-justified need to change the existing policy apparatus for CCS, and one or several measures appear as particularly relevant, the contracting authority could give the consultant the assignment of reviewing this in more detail without a new notice. The option is limited to a period of three months, and will be invoiced according to the time spent within a limit a NOK 500,000 excluding VAT.

The financial limit for the main assignment is NOK 2,500,000 excluding VAT. The estimated value of the procurement including options NOK 3,000,000 NOK excluding VAT.

The use of sub-suppliers is allowed, and we encourage tenderers to join up with the necessary competence in their tenders.
