The subject of the contract is the collection of municipal waste from the owners of inhabited and partially inhabited properties (the so-called mixed properties in the inhabited part) in the Municipality of Jawor and delivering it to the Regional Municipal Waste Processing Installation – Waste Management Plant S.A. in Bielsko-Biała at 315d Krakowska Street – in the period from 1 January 2024 to 31 December 2024. The Contractor will deliver the municipal waste collected from the property owners to the above-mentioned installation on the basis of an agreement concluded between the Municipality of Jaworze and the Waste Management Plant S.A. in Bielsko-Biała, in which the Contractor will be indicated as collecting municipal waste from the property owners and delivering this waste to the installation of ZGO S.A. in Bielsko-Biała.

The subject of the contract is the collection of municipal waste from the owners of inhabited and partially inhabited properties (the so-called mixed properties in the inhabited part) in the Municipality of Jawor and delivering it to the Regional Municipal Waste Processing Plant – Waste Management Plant S.A. in Bielsko-Biała at 315d Krakowska Street in the period from 1 January 2024 to 31 December 2024.

The area of the Jaworze Commune is no more than 22 square kilometers - including:

1) residential areas (including multi-apartment buildings) – not more than 20.0%,

2) service areas (including public services) - not more than 6%,

3) land used for agriculture - not more than 10 %,

4) technical and production areas - not more than 0.25%,

5) green areas and waters - not more than 8 %,

6) communication areas - no more than 1 %,

7) areas of technical infrastructure - not more than 0,05 %,

8) forest areas that are in the administration of the State Forests - no more than 55.5%.

The number of properties developed in the municipality of Jaworze is no more than 5000, of which:

1) no more than 3600 are residential real estate,

2) no more than 1200 are uninhabited real estate (including, among others, those with a utility function: transport and communication, tanks, silos, storage buildings, garages, summer plots, summer houses and other non-residential properties, including:

a) amphitheatre – 1 (seasonal),

b) sports facilities – 2,

c) pharmacies – no more than 10,

d) no more than 114 holiday properties (cottages or cottages),

e) public recreation areas - 6

Data on the number of properties and the number of residents during the implementation of the contract are constantly changed, resulting from, inter alia, new or liquidation of existing points where business activities are carried out or new buildings are put into use. It is reserved to increase or decrease the number of properties operated or the frequency of waste exports.

As of 31.08.2023, the number of residents of the Jaworze Municipality registered for permanent and temporary residence in the Jaworze Municipality was 7325.

The number of people living in single-family housing is no more than 90 % and multi-unit housing is not more than 10 %.

The amount of waste collected from inhabited and non-inhabited properties between 2012 and 2020 (data from information sent by waste collection companies) was:

1) 2012 – 1112.3 Mg – per capita – 161.7 kg,

2) 2013 – 1008.31 Mg – per capita – 149.9 kg,

3) 2014 – 2631.12 Mg – per capita – 374.7 kg,

4) 2015 – 2858.32 Mg – per capita – 402.1 kg,

5) 2016 – 2544.98 Mg – per capita – 440.4 kg,

6) 2017 – 3,313.41 Mg – per capita – 463 kg,

7) 2018 – 3,425.30 Mg – per capita – 494 kg,

8) 2019 – 3,482.08 Mg – per capita – 476.48 kg,

9) 2020 – 3,761.80 Mg – per capita – 518 kg,

10) 2021 – 3,596.36 Mg – per capita – 493.87 kg,

11) 2022 – 3,548.525 Mg – per capita – 486.63 kg,

12) 2023 – (from 01.01.2023 – 31.08.2023) – 1,933.46 Mg per capita – 263.95 kg

It is estimated that the total amount of municipal waste covered by the order will not exceed 3300 Mg.

The quantities and types of waste collected in the period from 1 September 2022 to 31 August 2023 from the area of the Jaworze Municipality are specified in Appendix No. 10 to the Terms of Reference, which is valid in the open tender SRF.271.0013.2023.
