Description:
Reconstruction and renovation of Niederlungwitz primary school in Glauchau

The client intends to continue planning the renovation and renovation measures at the Niederlungwitz elementary school in Glauchau. The school grounds are located in the center of Niederlungwitz. The property lies completely in the flood area. As part of the renovation work, the existing building is to be thoroughly renovated and modernized, an extension (extension) on the northwest corner and a second escape route on the southeast side.

The client commissioned a planning company in 2018 with planning services LP 1-3 to prepare the funding application. The draft planning is therefore in place. The funding notices are available. This tender concerns the planning services for service phases 4 to 8 according to HOAI.

There is currently a single-storey sanitary building on the southwest side of the building. This is to be demolished and replaced by a three-storey extension, which will then house toilets, cloakrooms and utility rooms, see the draft planning documents.

Pay particular attention to the base plate. Since the property is located in the flood area, the drainage measures in the basement and the preparation of the white tub with additional black sealing of the walls on the outside are particularly important. When updating the planning, the provisions from the fire protection concept of November 16, 2018 must be implemented.

The subject of the planned assignments are the following planning services for building planning (Lot 1); for structural design (lot 2); for electrical planning (lot 3); for building technology (lot 4); for planning of outdoor facilities (lot 5). Each bidder can submit several offers (one main offer per lot). Hub offers are not permitted. Further description can be found in the tender documents. The general tender documents can be found under lot 1.

The building is used by the single elementary school with all-day facilities - in the form of a school day care center. The building serves to accommodate the school's classrooms, rooms for after-school care as well as their administration and functional areas. The assumed number of users of the school area is approx. 120 people. The largest possible number of users in the after-school care area are around 90 people.

The partial use of the property must be observed during the construction period. During the future construction work, the school and day-care center will be outsourced, but the adjoining kindergarten will remain in operation. There are still 2 rooms in the school building that are used by KiTa. Free access to the kindergarten and these 2 rooms in the school building should be guaranteed during the construction period. For this purpose, the solutions must be developed by the planner and defined in close coordination with the client / user.

This means that the construction work is carried out during ongoing operations.

The building planner is expected to update the existing draft planning for the conversion and renovation of the Niederlungwitz primary school.

When placing the order for the architectural services, the client assumes the following basic conditions:

- Basic services according to HOAI Annex 10 to Section 34 Paragraph 4, Section 35 Paragraph 7.

The offer should include service phases - from LP 4 to LP 8. The assignment takes place in stages.

Special services:

a) Fire protection concept

The fire protection concept is available and must be taken into account in the planning.

The component evidence and the planning implementation for this are still to be provided by the contractor. The fee offer is to be named here as a flat rate.

b) Noise protection concept

The room acoustics are necessary exclusively for rooms that are relevant in terms of soundproofing, such as music rooms, work rooms, multi-purpose rooms, etc. The fee offer is to be named here as a flat rate.

c) Coordination of specialist planners

The fee offer is to be named here as a flat rate.

d) Appointment of the site manager according to § 65 SächsBO

The fee offer is to be named here as a flat rate.

e) Proof of thermal insulation

The fee offer is to be named here as a flat rate.

Structural design

The planner is expected to update the existing draft planning for the conversion and renovation of the Niederlungwitz primary school.

To be provided by the contractor as part of the basic services of structural planning according to HOAI, Part 4, Section 1, LPH 4-6, §§ 49-52 and Appendix 14.

Special services:

- LPH 8 - engineering control of the execution of the supporting structure for compliance with the checked static documents as well as the construction aids, securing, crane, etc. The fee offer is to be named here as a flat rate.

Planning of electrical engineering

The planner is expected to update the existing draft planning for the conversion and renovation of the Niederlungwitz primary school.

In the course of the electrical planning, the client attaches particular importance to a simple overall concept that takes the mandatory cost specifications into account, that is, the client demands solutions from the contractor based on the minimum principle. Corresponding agreements must be taken into account in the course of processing.

Electrical planning §§ 54, 56 HOAI building class 5, special construction

Affects plant groups 4 and 5 as well as demolition measures for the old existing installations.

Planning building technology

The planner is expected to update the existing draft planning for the conversion and renovation of the Niederlungwitz primary school.

The contractor must provide the services according to HOAI, Part 4, Section 2 from LP 4 to LP 8, §§ 53-56 and Annex 15.1 and 15.2, investment groups 1 - 3. HLS planning §§ 54, 56 HOAI LP 4 - 8th.

Building class - 5, special construction. Affects system groups 1, 2 and 3, as well as the technical systems in outdoor areas.

Special services:

b) LPH 5 - Checking and approval of formwork plans by the structural engineer for compliance with the slot and opening planning.

Outdoor system planning

The planner of the outdoor facilities is expected to update the existing design planning. Mostly it is a matter of restoring the outdoor facilities of the elementary school, which will become unusable in the course of the renovation and conversion work. The contractor must provide the services according to HOAI, Part 3, Section 2 from LP 4 to LP 8, §§ 38-40 and Appendix 11.1.

The offer should include the following services:
