The Assignment includes a Public Program and a Private Program. A more detailed description of (the Public Programme and the Private Programme of) the Assignment is attached in the Project Definition (Annex 7).
In general, the Public Programme and the Private Programme can be described as follows:
- The Public Programme includes the following:
• The demolition of the current community centre, "de Kardijk".
• Designing and realizing a new community center / meeting center
• The design and realization of public parking spaces, part of which is above ground and part underground and where the above-ground parking spaces are set up with a view to short-term parking.
• The design and realization of a public bicycle shed and street furniture
• The design and construction of a public square, including the adjacent roads contained in the Site in accordance with Annex 3.
As far as the Public Programme is concerned, the Assignment includes a so-called .DB-assignment (design-build-assignment).
The tasks of the Architect and the Contractor are briefly explained below.
The Public Programme also includes a required option, namely:
• the complete maintenance of the (HVAC) installations in the new community centre / meeting centre, for a period of ten (10) years from the completion of the new community centre/meeting centre.
The Tenderer is obliged, during the award phase, to make an offer for this required option in his Tender.
The Contracting Authority can then decide whether or not to accept this required option, so that the Contract can grow into a DBm assignment (design-build-maintenance-contract).
- The Private Program
The Contractor shall – at its own expense and risk – be responsible for the realization and marketing of the (private) development of the part of the Site that is not used for the Public Program.
The Contracting Authority is looking for a qualitative interpretation and redevelopment of the Site, with a view to charging its center in Beverlo.
