Description:

Midlands and Lancashire CSU on behalf of South Cheshire CCG, Vale Royal CCG, Wirral CCG, West Cheshire CCG and Eastern Cheshire CCG (The CCGs) are inviting suitably qualified Providers of Nursing Homes to submit an indicative tender to be included in a Dynamic Purchasing System (DPS) for the management and service provision of Patients Newly Requiring NHS Continuing Healthcare. It is the intention of the commissioner that the service be split into the following lots: Care Home with Nursing or Domiciliary Care — General Care; Care Home with Nursing or Domiciliary Care — Functional Mental Health; Care Home with Nursing or Domiciliary Care — Dementia; Care Home with Nursing or Domiciliary Care — Challenging Behaviour; Care Home with Nursing or Domiciliary Care — End of Life; Care Home with Nursing or Domiciliary Care — Learning Disability. The service requirement covers patients registered with a GP within one of the CCGs geographies and will.


Care Home with Nursing or Domicilary Care — General Care

Providers should have the ability to provide professional nursing and carer support to individuals with complex nursing and care support needs.

If and when this requirement is offered to tender, this will be done via electronic means. NHS Midlands and Lancashire CSU is conducting this procurement exercise as a central purchasing body for another NHS body (please refer to the DPS Entry Guide for details) with whom the successful bidder(s) will enter into contracts for the supply of the services. Any other public sector body wishing to access the contract may do so only with permission from the contracting NHS body. Further details will be made available via documentation released during the course of the tender process. By applying for inclusion in the Notice, and subject to meeting the minimum entry standards as set out in the indicative tender documentation, Providers will be invited to submit tenders. The CSU, on behalf of the participating CCGs, will issue requests for tenders to Providers admitted to the DPS as and when a requirement arises and will not be subject to a Simplified OJEU Notice. The Award Criteria for the service provision will be stipulated in the tender documentation. Midlands and Lancashire CSU on behalf of the CCGs reserve the right to vary the Award Criteria, including, the use of historical performance as stipulated in the tender documentation.


Care Home with Nursing or Domiciliary Care — Functional Mental Health

Providers should have the ability to manage service users with significant functional mental health deficits to include psychosis and personality disorder which may challenge services.

If and when this requirement is offered to tender, this will be done via electronic means. NHS Midlands and Lancashire CSU is conducting this procurement exercise as a central purchasing body for another NHS body (please refer to the DPS Entry Guide for details) with whom the successful bidder(s) will enter into contracts for the supply of the services. Any other public sector body wishing to access the contract may do so only with permission from the contracting NHS body. Care Home with Nursing or Domiciliary Care — Dementia

Providers should have the ability to provide professional nursing and carer support to patients who have significant cognitive deficits and require high levels of support to maintain independence and dignity.

If and when this requirement is offered to tender, this will be done via electronic means. NHS Midlands and Lancashire CSU is conducting this procurement exercise as a central purchasing body for another NHS body (please refer to the DPS Entry Guide for details) with whom the successful bidder(s) will enter into contracts for the supply of the services. Any other public sector body wishing to access the contract may do so only with permission from the contracting NHS body. Care Home with Nursing or Domiciliary Care — Challenging Behaviour

Providers should have the ability to manage challenging behaviours and resistance to care requiring skilled carers and trained in distraction and behaviour management techniques

If and when this requirement is offered to tender, this will be done via electronic means. NHS Midlands and Lancashire CSU is conducting this procurement exercise as a central purchasing body for another NHS body (please refer to the DPS Entry Guide for details) with whom the successful bidder(s) will enter into contracts for the supply of the services. Care Home with Nursing or Domiciliary Care — End of Life

Providers should have the ability to provide holistic and sensitive end of life care to include the use of anticipatory drugs and spiritual support.

Providers should have the ability to support individuals with learning disabilities in the least restrictive environment promoting independence and inclusion.
