The municipalities of Nyköping and Oxelösund have about 70,000 inhabitants, 5,700 employees and 11,000 students. There has been a collaboration between the municipalities, for more than 10 years, in the IT area through a joint service committee, where Nyköping is the so-called host municipality. The procurement therefore covers both municipalities. We intend to find a strategic partner that supports us in the development towards a modern IT organization where deliveries to the operations can take place both traditionally under our own management or as functional delivery depending on the opportunities offered, both technically and functionally. We see opportunities in the future to streamline by moving operating environments from traditional operations to various forms of hybrid deliveries. The partner should have a solid knowledge in the IT field with a flexible and competent organization with delivery capacity for larger organizations. Good references of deliveries to the public sector and work with strategic IT development are therefore very important.
The purpose is to sign framework agreements in specified areas and associated services for Nyköping and Oxelösund municipalities. The pace of digitalisation in municipal operations is increasing strongly, as are the demands to deliver products and services to support digitalisation. Technical development, delivery models in the form of cloud services, legal requirements, etc. changes continuously, which affects the ability to deliver IT services in the most cost-effective way possible. It is therefore our ambition to sign a framework agreement with a partner who can take partial responsibility together with the municipality to achieve the requirements. In order to achieve the intended effect, a framework agreement is signed that includes the opportunity for change and development throughout the agreement period.
Nyköping/Oxelösund municipality's IT department consists of about 50 employees who are responsible for support, operation, management and development of Nyköping and Oxelösund municipalities' IT environment and have a coordination responsibility for system administration, e-training and e-services. Together we work to achieve a good service and a high quality IT delivery.
The IT department works actively to meet the requirements for increased security, quality and accessibility to the municipalities' approximately 200 business systems. Today, there is a standardized IT infrastructure built around a central data center with a primary and secondary data center. Operation and management of the approximately 500 virtual servers and backup is mostly done in-house. The standard is based on a Microsoft environment with Windows 10 on the clients with MEMCM as the client management tool. For servers, Windows 2016 is dominant. Most of the server environment is virtualized with VMware as the virtualization engine. For database management, MS SQL is dominant. The main system for managing digital identities is Active Directory, but there is also system-local identity management and synced identities to, for example, Google and Microsoft Azure. Current hardware standards are HP for clients (number 11,500), Apple iPad for tablets (number 2,000), Cisco USC in DC and Netapp for storage. The standard for the network is based on products, both hw/sw, from Cisco. There are about 2100 wireless access points and about 700 switches in the network. For several years, student computers have been used One-to-One in Nyköping's schools with Google Apps as a communication platform. Tablets are also widely used in school activities.
