The Norwegian Ministry of Education and Research aims to survey employer assessments of higher education graduates. Assessments of quality and relevance from an employer's perspective constitute an important dimension in the Ministry's understanding of quality in higher education. Understanding the employers' perspective and relevance to the candidates may provide important inputs both in relation to the Ministry's policy development for the university and university college sector and to the institutions' work with the education offered. As such, the survey should be national.
The tender submitted for consideration must include a plan for how various sectors and occupational groups will be incorporated into the survey and which topics/questions will be covered. The proposal must also specify method and scope of the survey. The survey should cover occupational groups in both public and private sectors, with sufficient scope to provide insight into regional differences in demand for certain skills/competencies and contentment with the candidates. The survey should also have sufficient scope to allow for disaggregation at the institutional levels and various educational areas. The tender should indicate whether the survey will encompass all sectors and occupational groups each year or rotate between various sectors and/or occupational groups.
