The contest concerns leasing of necessary tractors and machinery with drivers for snow ploughing and clearing of roads the municipality is responsible for. This tender notice applied to areas 2 and 5.

The procurement was implemented as a tender contest with negotiations, without a prior notice, in accordance with the Public Procurement Regulations' (PPR) § 13-1 (4). The justification for using the exemption procedure was that the contracting authority had previously carried out an unsuccessful open tender contect. C.f. PPR § 13-3 b).
