The Living Environment Activities Decree (Bal) and the Living Environment Buildings Decree (Bbl) require
companies and institutions to implement all energy-saving measures with a payback period of five
years or less. The energy saving obligation applies to locations of companies and
institutions operating per year from 50,000 kWh of electricity or 25,000 m3 of natural gas (equivalent)
use.
From 1 January 2023, the OD NHN will be responsible for monitoring and enforcing this
energy saving obligation at companies and institutions. In order to be able to give substance to this, the
Environmental Service intends to enter into a framework agreement with three entrepreneurs for the
carrying out the checks on the basis of the Approved Lists of Energy Saving Measures (hereinafter:
EML controls).
Controls Approved Energy Saving Measures (EML checks)We have approximately 1300 EML checks to outsource per year. This results in further checks and
reviews of savings plans.
