The tender concerns the supply of orthopaedic footwear, including individually manufactured orthopaedic footwear, semi-orthopaedic footwear, factory-made footwear, foot inserts, adjustments and repairs to citizens (both children and adults) in Struer Municipality. The agreement concerns delivery to citizens with a licence under section 112 of the Danish Service Act and is therefore subject to the rules on free choice.
The total expected consumption of the products covered by the tender amounts to approx. DKK 650,000 on an annual basis distributed among all the municipality's free-choice suppliers in the area.
The expected turnover has been calculated on the basis of previous needs and expected consumption patterns, including subsidies for footwear/foot inserts purchased from free-choice suppliers, with the assumptions known at the time of the tender. Thus, this is only an estimate that is not binding on the contracting entity, as the scope and turnover of orthopaedic footwear, adjustments, foot inserts, etc. will depend on the appropriations issued to citizens at any time pursuant to section 112 of the Service Act, cf. LBK no. 170 of 24/01/2022. The same applies to weightings specified in the offer list.
It should be noted that according to section 112 of the Services Act, there is a free choice of aid, which means that citizens are free to choose a supplier other than the one with whom the municipality has entered into an agreement. If the free choice of assistive technology is used, the citizen can be granted a maximum subsidy corresponding to the amount for which the municipality will be able to purchase the aid in question in accordance with the framework agreement that will be concluded on the basis of this tender.
Implicit in the free choice of aids is also that the citizen at any time has the opportunity to choose a more expensive product than the one granted by the municipality as being the most suitable and cheapest.
