DeltaPort GmbH & Co. KG (hereinafter: DeltaPort) operates the port of Emmelsum at Rheinkilometer 813 in the area of the city of Voerde, as well as the Rhine-Lippe port and the city port of Wesel in the area of the city of Wesel. The city of Voerde, a district town in the district of Wesel, and the city of Wesel are located on the lower Lower Rhine and within the northwestern edge of the Ruhr area in North Rhine-Westphalia.
For the further development of the Rhine-Lippe port, DeltaPort intends to increase the area for a new logistics area in the Rhine-Lippe Port South. The city of Wesel's development plan No. 232 for this area is available as a draft. The process is currently in preparation for the early participation of public interest promoters. Part of this development plan area has already been built up to almost the required height. Industrial use for handling mineral oil has already taken place here. The handling facilities have been dismantled as far as possible. The dismantling and restructuring concept is currently being updated. The remaining dismantling work is expected to be carried out in 2022. In the eastern and south-eastern parts of the built-up area, the spill must be continued and completed in order to create the approximately 30 ha subarea. The volume of the fill is approx. 900,000 m³. According to the cost calculation by DeltaPort, the production costs amount to around 8.5 million EUR.
Within the scope of the planning services presented here, the aforementioned fill in order to create a new logistics area is to be planned as a ready-to-build property, taking into account the specifications of the development plan design. In addition, all elements of the development plan up to the development boundary, including the cycle path, green areas, etc. must be planned in accordance with the specifications of the development plan design.
The services to be performed must begin immediately after the order has been placed.
The following deadlines must be ensured as part of order execution:
a) Submission of permit applications: autumn 2022 at the latest
b) Start of construction: autumn 2023 at the latest
c) Construction project completion: end of 2025 at the latest
