The subject of the contract is a service within the meaning of art. 2 point 10 of the PPL Act, consisting in financing the planned budget deficit of the Białe Błota commune in 2020.

The Employer does not envisage awarding to the Contractor the contracts referred to in art. 67 section 1 point 6 of the Public Procurement Law
