The city of Diest owns a site of ±2.50 ha, located in the middle of the village centre of Deurne. This site is partly in recreation and partly residential area according to the regional plan and forms the centre of community life in this district.

It houses the Municipal Primary School (GBS), Extra-School Childcare (BKO) and Deurne Meeting Center (SOK), as well as the SK Deurne football grounds and canteen.

The current infrastructure is so outdated and no longer meets current needs. In addition, space use is inefficient and access is not optimal. Based on a preliminary study organised from the meeting centre and various conversations with the users, Atelier Romain created a design for the redesign of the site in 2019, commissioned by the city of Diest. This design plan is an integral part of the present specifications.

In the redesign, complete tabula rasa is created from the current site. All existing buildings are demolished in stages and make way for new contemporary buildings. The football grounds are also being moved and renewed. An additional plot was purchased in order to realize a parking lot.

The goal is to realize this project in collaboration with a private partner (PPS). To make it more attractive to a private partner, the possibility of building apartments on top of the school was provided. Due to its complexity, the City of Diest wishes to be assisted throughout the process by a team of specialists in both the legal and financial technical fields. GD&A Advocaten has already been appointed for advice on the legal section. The purpose of this specification is to appoint an expert for the financial and technical aspect.
