Traffic Valuation and Virtual Imitation

The AOK Rhineland-Palatinate/Saarland Die Gesundheitskasse establishes framework agreements for the preparation of sales value assessments and the creation of virtual inspections in the form of 360o panoramic images in Rhineland-Palatinate and Saarland.

Traffic Valuation

AOK Rheinland-Pfalz/Saarland is currently undergoing a process of functional reorganisation and restructuring. The aim is to create a functional, factual restructuring. A new real estate target image is intended to optimise the branch network for the insured on the one hand and the professionalism of the employees at the respective locations on the other. The real estate portfolio comprises approximately 38 properties with a total area of approx. 105,000 m2. In the course of the real estate strategy, the client no longer plans to sell targeted property.

The contractor shall draw up the sales value reports for the client's own property. The order is carried out by individual orders. There is no purchase obligation on the part of the client or the commitment to prepare sales value reports for all buildings of AOK Rhineland-Palatinate/Saarland.

The value of the real estate must be determined in accordance with the Ordinance on the Principles for the Determination of Market Value of Land (ImmowerTV) and the Guidelines for the Determination of Market Values (Market Values) of the Federal Ministry of the Environment, Nature Conservation and Construction reactor safety.

The individual sales value reports must be prepared by examination/inspection of the buildings. The contractor shall take a comprehensive look at the entire property, including the entire property, as part of site visits.

The contractor shall only carry out visual inspections during the surveys and shall not carry out destructive investigations. If the inspection of individual components is not possible for safety reasons (load-bearing capacity, etc.) and/or due to weather conditions, the contractor must inform the customer immediately.

The client provides a list of locations for which it sees sales needs.

The equipment available to the client, such as tenant lists, utility bills, etc. are made available to the contractor. Documents must be evaluated by the contractor and — if the client is not currently available — obtained accordingly. A power of attorney is given to the contractor by the client to obtain the missing documents.

The following port-related documents may need to be collected and/or verified to be included in the market valuation report:

Official site plan, land register excerpts, building load information, proof of surveying with details of the property size, information on the property history, current land benchmark,

Information on the permitted and implemented floor area (GFZ) and floor area (GRZ), extract from the current ground heritage map and monument list, if applicable, urban planning contract together with framework agreements with public authorities, agreement with providers, service contracts, neighbouring agreements, evidence of Completely paid access fees and fees, proof of the state of construction of outdoor areas and neighbouring buildings, road and pavement surfaces from and after construction work, cadastral excerpts.

The following assessment of structures and technical installations should be included in the expert report:

— description of existing qualities (construction, building services),

— management plans,

— Evaluation of the heating system/heat source.

Bidders or their personnel designated for trade valuation assessment shall be publicly appointed and sworn experts or members of the Royal Institution of Chartered Surveyors certified by HypZert (F) or DIN EN ISO/IEC 17024.

This condition shall also be fulfilled in the case of an equivalent appointment, certification or membership of a professional organisation in a Member State of the European Union or a State party to the Agreement on the European Economic Area.

These qualifications must be submitted (e.g. with certificates) when tendering.

After the contract, the contractor must be able to draw up 3 market value reports within the first 4 weeks of placing an individual order, which the client still designates.

Virtual Ascent

The AOK Rhineland-Palatinate / Saarland

The health insurance fund envisages in the framework agreement for the creation of virtual inspections in the form of 360o panoramic images for approximately 20-30 AOK locations in Rhineland-Palatinate and Saarland. It is particularly concerned with the presentation of rented residential units or rental space and owner-occupied land for the purpose of marketing/selling AOK buildings.

The virtual inspections/360o panoramic images are intended to support the marketing efforts of the client in such a way that both rented areas (apartments) and owner-occupied areas (administrative buildings, mostly with customer advisory areas) give the prospective buyer a first impression of the can procure real estate. Recordings are made within the contract period at intervals not yet definable, with different volumes.

In addition to the creation of the virtual inspection, all management and planning services are included in the scope of services whose remuneration is compensated against the flat-rate prices to be paid (see price sheet). Also with the prices shown in the price sheet are travel costs, corona protection measures, performance decreases and reimbursable for rework.

The purpose of the work is the creation of 360o images (panoramic photography) that guide the viewer through the respective AOK building.

We expect:

— flexible deployment in Rhineland-Palatinate and Saarland,

— the creation of images in HDR recording technology with 5 bracketing,

— production of the HDR panorama image from 40 frames per recording including stitching (= assembly of individual images),

— resolution of the individual images 6,480 x 3,648 pixels (16:9),

— dimensions of the original panorama image at least 16000 x 8000 pixels,

— image retouches and post-production of recordings,

— To provide the 360o images as a link, and zip file with the integration of the AOK logo and labelling (building, apartment, office, etc.),

— Corona-compliant work.

The following characteristics must be met by the staff employed (evidence must be provided to the client): The tenderer shall have training qualifications in the field of media or photography, alternatively, at least 3 years of professional experience in the field.

After an individual order, the recordings must be reworked in a high-quality form of presentation and labelated in terms of content in order to give the viewer clues about the respective room (e.g. office number, floor, residential unit, etc.). In addition, the file should be provided with the AOK logo.

The image material is also intended to be sent in the form of a link to the prospective buyers. In addition, a zip file is to be provided for storing the image material.

After completion of completion, the acceptance of the individual order takes place together with the customer's responsible. If a service has to be improved due to defects or incomplete or incorrect services, the contractor shall bear the costs incurred. The services of the contractor to be provided in the context of the acceptance are covered by the flat rates of the offer prices (see price sheet).

The contractor and/or its workers shall undertake:

— not to take any insight into files and documents,

— to maintain secrecy about known official processes.
