This contract is a public service contract encompassing a complete project authoring mission including in particular:

- the architectural study of the project. The functional requirements program of the project details. Precisely the areas of the different spaces;

- the study of the demolitions of 3 RTGs (including the preliminary asbestos removal of the buildings);

- the study of special technical equipment (heating - ventilation - electricity - interior and exterior lighting - fire detection, etc.);

- the complete study of 1 er equipment included in accordance with the annex to the French Community government decree of 6.2.2014 governing physical and financial standards;

- the PEB study;

- the stability study;

- the acoustic study;

- the interior and exterior signage study;

- the scenographic study;

- the landscape study and the restoration of the site following the demolitions.

The mission of the project authors also includes the realization of a complete Master Site Plan and the planning of the various subsequent phases of the project. To this end, the site's functional requirements program precisely details all of the establishment's needs.

The Master Plan will ensure the consistency and harmonization of the current project (phase 1) and any future projects [subsequent phase (s)].

The minimum basic team imposed by the administration consists of:

- an architect,

- a civil engineer (stability),

- an industrial engineer (special techniques),

- a PEB manager.

The mission of the Health and Safety Coordinator (CSS) will be entrusted to a third party. It is not affected by this contract.

The purpose of the project management is to construct a new building bringing together:

- the kitchen area, the children's refectory and the staff refectory,

- primary classes with their common areas,

- a nursery class,

- sanitary facilities,

- all the technical areas of the complete site,

- the demolition of 3 RTGs with prior asbestos removal,

- the development of part of the surroundings of the site, including their lighting.

Although the long-term objective is to dismantle all RTGs and build the entire future school, this contract will only focus on phase 1 of the project's functional requirements program. The latter details precisely the areas of the different spaces to be created.

The author of the project is invited to make a proposal adapted to the site, its context and the program.

The arrangements for accesses, surroundings, residual spaces, parking lots adjoining the building (s) and all exterior lighting are part of this contract. The exterior fittings will be composed in such a way that they will allow their adaptation to a possible later phase of the project.

The project will be implemented judiciously following the indications mentioned in the technical clauses below and in the appendices attached to these special specifications.

The financial envelope of the administration is calculated on the basis of the government decree of 6.2.2014 setting the financial standards within the framework of the construction projects of the French Community.

The mission of the site coordinator (batch works contract) will be entrusted to the main contractor for the works contract. It is not affected by this contract.
