Pursuant to Article 310 of the Act, the Contracting Authority may cancel the procurement procedure if the public funds which the Contracting Authority intended to allocate to finance all or part of the contract would not be awarded to it.

Mixed wheat-rye bread, wholemeal bread, bread with soybeans, bread with sunflower seeds: well-risen, well-baked, fresh, non-crumbling, with a non-protruding crust, suitable for cutting with a bread slicer equipped with knives with blades in the shape of a thin ball, with the right taste and smell,
oval or rectangular loaves weighing between 0.70 kg and 1 kg.
2. Wroclaw wheat roll (Parisian): well risen, well baked, fresh, non-crumbling, with the right taste and smell, with a crust that does not stick out.
3. Kaiser wheat bun, graham roll, multigrain bun: well risen, well baked, fresh, crispy, not crumbling, with the right taste and smell, with a non-sticking crust. The assortment listed in points 1-3 will be delivered to the Contracting Authority's headquarters from Monday to Saturday from 04.00 to 05.30, in accordance with the quantity demand provided to the Contractor by fax or e-mail on the previous day.
4. Croissants or butter buns: well risen, well baked, fresh, non-crumbly, with the right taste and smell.
They will be delivered to the Contracting Authority's headquarters 4-5 times a week from 04.00 to 05.30, in accordance with the quantity demand provided to the Contractor by fax or e-mail on the previous day. The assortment listed in points 1-4 will be delivered in clean plastic containers approved for contact with food, meeting sanitary and hygienic requirements.
5. Breadcrumbs – wheat. It will be delivered to the Contracting Authority's premises successively in batches, 2-3 times a month, in accordance with the quantity demand communicated to the Contractor by fax or e-mail 3 days before the planned delivery. The breadcrumbs will be delivered in paper bags with a net weight of 10 kg to 30 kg. Each bag must have a label with a suggested best-before date set by the manufacturer.
6. In exceptional situations, the Contracting Authority reserves the right to perform the subject matter of the contract on a public holiday.
7. In the present proceedings, the Contracting Authority will apply the so-called "reversed order of assessment" referred to in Article 139(1) of the Act. The Contracting Authority informs that it will first evaluate the bids and then examine whether the Contractor whose bid will be assessed as the most advantageous is not subject to exclusion and meets the conditions for participation in the procedure.
8. Pursuant to Article 455(1)(1) of the Act, due to the specific nature of the unit's operation and the possibility of a decrease in the number of feeders, the Contracting Authority reserves the right not to complete the entire contract without financial and legal consequences. The minimum remuneration for the Contractor in such a case will be PLN 299,587.00 gross. The Contractor's minimum remuneration will be reduced proportionally after the electronic auction is applied.
9. The Contracting Authority reserves the right to unilaterally extend the period of performance of the contract to 60 days after the deadline specified in the contract, within the financial means specified for this purpose and to demand the conclusion of an annex to the agreement in this respect.
10. Pursuant to Article 310 of the Act, the Contracting Authority may annul the procurement procedure if the public funds which the Contracting Authority intended to allocate to finance all or part of the contract would not be awarded to it.

3. Buns: well-risen, well-baked, fresh, non-crumbling, with the right taste and smell. They will be delivered to the Contracting Authority's headquarters 2 times a week from 04.00 to 05.30, in accordance with the quantity demand communicated to the Contractor by fax or e-mail on the previous day.
4. Donuts: stuffed with marmalade, glazed, fresh, with the right taste and smell. They will be delivered to the Contracting Authority's headquarters successively, no more often than 4 times a month from 04.00 to 05.30, in accordance with the quantity demand provided to the Contractor by fax or e-mail on the previous day. The above-mentioned assortment will be delivered in clean plastic containers approved for contact with food, meeting sanitary and hygienic requirements.

The breadcrumbs will be delivered in paper bags with a net weight of 0.50 kg to 1 kg. Each bag must have a label with a suggested best-before date set by the manufacturer.
