The retrieval framework agreement to be awarded includes the provision of technical consulting and support services in the IT area, including the award of IT services (GWB, VgV, UfAB, EVB-IT), usually within the framework of award procedures, for any procurement law Review procedures as well as activities of the client in internal project and working groups (in particular price reviews of the products in the online shops connected for the client).

The subject of the procurement procedure concerned can be all procurement procedures with an IT connection, in particular - but not limited to - in the following specialist areas:

1. Next generation firewall,

2. Network components (LAN / WLAN),

3. server systems,

4. Storage systems,

5. Workstation printer / department printer,

6. PC / notebooks,

7. HPC systems,

8. Server cabinet systems,

9. IT and technology consulting (current overview consulting),

10. extensive price reviews.

The purchasing and insurance department of the general administration of the Max Planck Society supports the currently 86 Max Planck institutes in their IT assignments. For this purpose, as prescribed in the public sector, in addition to the GWB and the VgV, the current UfAB and EVB-IT (in the respective form) are used. As a non-university research institution, however, due to various scientific requirements, it is also necessary to take individual legal agreements into account in addition to the EVB-IT.

The staff department supports the Max Planck Institutes, among other things, by awarding and concluding framework agreements and linking the product portfolios obtained with them as catalogs to the MPG's eProcurement system, which is based on SAP-SRM on the software side. Products / product groups that are identified by the client for bundled procurement measures (keyword "framework agreement") must be put into competition in accordance with procurement law using technical product descriptions using UfAB.

Even high-volume individual procurement measures by Max Planck Institutes must be planned, described and awarded in accordance with procurement law. Characteristic here are the complex technical scientific requirements (e.g. in the cluster and HSM area).

If necessary, the staff department primarily draws on external technical support for the creation of complex tender documents in the IT area and any necessary related advice. If necessary, in connection with complaints and review procedures as well as activities of the client in internal project / working groups, external technical advice is also used.

The MPG has a comprehensive need for IT delivery and services and, in this context, a regular need for technical advice and support in the procurement of IT services. Against this background, this award procedure is carried out with the aim of concluding a framework agreement ("RV" or "contract") with a 1st economic operator ("contractor"). The retrieval framework agreement to be awarded includes the provision of technical consulting and support services in the IT area, including the award of IT services (GWB, VgV, UfAB, EVB-IT), usually within the framework of award procedures, for any procurement law Review procedures as well as activities of the client in internal project and working groups (in particular price reviews of the products in the online shops connected to the client). The framework agreement is part of this tender document as Annex 1.

Note:

The client reserves the right, in accordance with Section 14 (4) No. 9 VgV, for services that consist of the repetition of similar services as the one advertised here, within three years of the conclusion of the first order by means of a negotiation procedure without a competition to award the contractor who has received the first order (here in question)
