The specific objectives of this contract are:

1) the setting up and operation of a Brussels advisory hub providing technical assistance to municipalities planning a variety of measures to tackle energy poverty in the pursuit of a just and fair transition; and

2) further development and maintenance of the Energy Poverty Observatory website as a database for energy poverty indicators and data and the website’s migration to the EUROPA domain.

Providing technical assistance to municipalities implementing sustainable solutions with the view to alleviating energy poverty Under the Pilot Project ‘Covenant of Mayors as an instrument to tackle energy poverty’.

In particular, the tender shall include the provision of the following tasks:

• identification of municipal level best practices to tackle energy poverty, including the key elements of the legal, regulatory and support framework that are required to enable their successful implementation;

• provision of technical assistance to beneficiaries at local, municipal or regional level for the development of measures, programmes and/or activities to tackle energy poverty at local level;

• project assessment, promotion and dissemination of outcomes and lessons learned, with a particular focus on outreach at local level;

• migration, maintenance, update and further development of the existing Energy Poverty Observatory website;
