In general, the contracting authority expects continuous assistance from the AMO to carry out these projects, and to ensure, on behalf of the CPAS, the technical, administrative and financial management of these renovation projects, throughout their duration.

This mission of assistance to the MO thus covers technical aspects (compliance with the program, quality of study services, quality of work, etc.) but also administrative (procedures and regulatory framework), budgetary, economic and financial (maintenance of costs studies and works, forecasting operating costs) as well as compliance with the project implementation schedule. This mission must ensure that everything is done so that the CPAS projects are carried out in accordance with the intended use, the deadlines that will be agreed and within the budget that will be provided.

The assignment can be broken down into three parts (see point III - technical requirements below), applicable for each of the projects taken separately:

1) in general: general management and steering of each project as well as planning operations, in order to meet the objectives of the contracting authority;

2.preparation and design phase: assistance from the client in the process of awarding the contracts for the services and works required for the project, monitoring of studies (stability, special techniques, etc.), assistance in obtaining permits and authorizations necessary for the renovation / extension and operation of the site;

3) implementation phase: monitoring of the direction and planning of the works as well as the works as such, budgetary and financial monitoring and control, etc.
