The waste management company of the district of Neu-Ulm is inviting tenders for delivery, consulting and implementation services for the introduction and integration of a fee assessment system.

The contract to be awarded includes the creation of an overall system for the assessment of waste fees in the district of Neu-Ulm. The fee assessment system as a central element for the processing of waste management services serves to:

- Handling of the entire process of fee assessment

o Preparation of fee notices

o Collection and recording of the information required for this purpose

(esp. Population registration data, property tax data, container and order data, as a requirement item: population equivalents of commercial subscribers) as well as

o Assessment of fees

o Invoicing of fees

o Connection to an archiving system provided by the order (demand item: delivery of an audit-proof archiving system)

- Processing of orders

o Container-related orders (provision, deduction, exchange, repair)

o Orders for on-demand collections (bulky waste, waste wood, etc.)

o Orders for container collection from waste disposal centres, recycling centres and green waste collection points

o Demand item: orders for the use of the delivery system (including the return of waste containers) for a fee, and

o Complaint orders (services not provided or not provided in accordance with requirements)

- Interaction with guarantors/customers (via online customer portal and waste app)

A major special feature of the assessment system of the district of Neu-Ulm is that the existing data of the retransferring municipalities must be integrated on a key date and that the system of the district and the previous fee assessment systems of the municipalities must be operated in parallel for a certain period of time.

The fee assessment system also represents an important basis for the necessary needs assessment (query of the waste containers to be provided by the district desired in the future, query for self-composting, query of so-called container communities, etc.).
