969/2023 Annual maintenance and commissioning of Leppävaara swimming hall and Leppävaara outdoor swimming pool for 2023

City of Espoo Tilapalvelut (later Tilaaja) is asking for tenders for the implementation of the spring maintenance of the Leppävaara swimming hall in 2023.

Leppävaara swimming hall is owned by the City of Espoo and completed in 1969 and renovated in 2015 with a gross area of 9923 square metres, which also includes an outdoor swimming pool that is open in the summer.

Spring maintenance focuses on the measures required for the opening of the outdoor swimming pool, and it will take place in April, when the outdoor pool can be emptied for maintenance after the ice has melted. Summer maintenance focuses on the maintenance of indoor pools and their pool technology, summer maintenance is carried out in July, when the swimming hall is on a maintenance break. Autumn maintenance focuses on preparing the outdoor swimming pool in winter condition, and it is carried out in September-October before the frosty season. A more detailed description of the procurement can be found in Appendix 1 "Contract Programme" of the invitation to tender.

The RFQ is divided into six (6) subdivisions for which maintenance is carried out, which are: Steel Pools, Pool Equipment, Reverse Osmosis Equipment, Ozonators, Slides and Jacuzzis, and Shower Water Heat Recovery. The client carries out other maintenance at the site, such as pump maintenance and cooling maintenance, as separate procurements through valid framework agreement agreements or competitive tendering.

The maintenance of the site is primarily carried out in accordance with the schedule and instructions in Appendix 2 "Leppävaara swimming hall maintenance programme". The customer orders sub-area-specific maintenance from the supplier selected on the basis of competitive tendering. The work is billed at the hourly rates indicated in the Offer, as the amount of work required varies from year to year, making the assessment of the total price uncertain. A written report on the completed work is submitted to the Client, specifying the work done and the recommended action needs.

The customer orders sub-area-specific fault and emergency repairs from the supplier of the subdivision selected on the basis of competitive tendering. In fault and emergency repairs, the health and safety of the Users shall be taken into account, if corrective actions cannot be started immediately for a compelling reason, then the Supplier shall advise the sports facility personnel on how to ensure user safety.

If necessary, the Customer orders sub-area-specific plan supplements and trainings from the supplier selected on the basis of competitive tendering. For this service, a separate hourly rate will be asked for in the required areas by means of a Request for Quotation. Written work reports on completed work are not included in this service, but their costs must be included in the hourly rates of the maintenance personnel in the subdivision.

VISIT:

The Subscriber requires the Provider to participate in one (1) mandatory visit arranged by the Subscriber prior to the offering. Mandatory visits will be arranged on maintenance mornings on Wednesdays 29.3.2023 and 5.4.2023 at 7:00-10:00. The name and address of the property is Leppävaara swimming hall Veräjäpellonkatu 15, 02650 Espoo. The Client rejects the offer if the Provider has not visited the object during a visit arranged by the Client.

You must register for the visit in advance, no later than Monday 27.3.2023 or 3.4.2023. Registration is done by e-mail to tilapalvelut.hankinnat@espoo.fi. In the registration, you must indicate which areas you wish to participate in. If the registrations do not arrive by the deadline, the Customer reserves the right to postpone the visit, which will be announced separately in the Tarjouspalvelu.fi supplier portal.

The bidder may bid for one or more subdivisions of their choice.

Intra-subdivision offers are not allowed.

Based on competitive tendering, the client will select one supplier and one backup supplier for each area.

The customer does not commit to the stated purchase amounts.

Maintenance of pool equipment and water treatment

The sub-area includes inspections of the site's pool equipment in accordance with the maintenance instructions for the Leppävaara swimming pool in Appendix 2 and the completion of the necessary maintenance repairs.

The pool equipment includes piping, chemical pumps, hoses, sensors, controllers, steam generators, descalers, UV device and mass filters and, if necessary, their mass changes.

Maintenance and handling of steel pools and installation and removal of seasonal pool parts

The sub-area includes cleaning the steel pools and related gutters, railings and the like with the necessary inspections and surface treatments, such as removing rusts, for example by using pickling acid, in accordance with the attached maintenance instructions for steel pools. Worn or missing pool markings will be renewed.

Washing water and dirt are not directed to the pool drain, but are removed by a suction truck for clean water treatment.

The subdivision also includes the attachment of pool parts that have been removed for the winter season, such as swivel ends, as well as checking the condition and functionality of the pools with the necessary maintenance repairs.

The maintenance of the outdoor swimming pools is carried out when the ice has melted before the start of the outdoor swimming season. Maintenance is generally carried out towards the end of April. The maintenance of the indoor pools will be carried out in July, when the swimming hall is closed.

The spring maintenance of the outdoor swimming pool according to sub-area 1 is specified in the field tab of Appendix 2 "Leppävaara swimming hall maintenance programme" with the identifiers:

In the summer maintenance in July, similar maintenance is carried out on the indoor pools of the swimming hall.

Maintenance of reverse osmosis equipment

The sub-area includes functional inspections, commissioning and operation, driving parameter adjustments, dry cleaning and necessary filter membrane replacements, maintenance of antiscalant chemical dosing pumps, inspections of conductivity sensors and countercurrent flushing of activated carbon filters.

Serviceable reverse osmosis devices are specified on the water treatment tab of Appendix 2 "Leppävaara swimming hall maintenance programme" with the identifier "Reverse osmosis".

Expert inspections and maintenance of ozonators, residual ozone removal equipment and ozone leakage monitoring machinery

The sub-area includes expert inspections of the site's ozonators, residual ozone removal device and ozone leak monitoring device, as well as maintenance maintenance during the contract period.

Maintenance of water slides and whirlpools

The subdivision includes the condition inspection of the water slides and jacuzzis and their add-ons, scratch and chip repair, cleaning and the necessary surface treatment.

The work included in the sub-area is specified in the "Leppävaara swimming hall maintenance programme" tab of Appendix 2 under the tags "Slides" and "Jacuzzis".

Maintenance of the shower water heat recovery device

The subdivision includes maintenance and necessary repairs according to the shower water heat recovery maintenance program.

The work is specified in the "Leppävaara swimming hall maintenance programme" tab of Appendix 2 under the identifier "Shower water LTO".
