FRAMEWORK AGREEMENT: PROJECT AUTHOR FOR THE WORKS LOCATED IN THE VESDRE BASIN

This contract is a service contract whose object concerns stable engineering missions for all types of works located along the Vesdre basin.

This contract was awarded as part of the "Study and facilitation prior to the resilient reconstruction of the banks of the Vesdre basin". The operational objective of this project is to secure

watercourse by carrying out an adequate reconstruction taking into account future risks.

The contract aims at the conclusion of a framework agreement within the meaning of Article 2, 35° of the Law of 17 June 2016.

It aims to draw up a list of design offices that may be requested by the contracting authority.

The maximum number of bidders that will be selected is two.

The mission description is described in Chapter III (Description of Technical Requirements).

The mission concerns all works built or to be built for which SPI is mandated.

The structures may be of the type: bank walls, retaining walls, roads, embankments ...

The contracting authority draws the tenderer's attention to the fact that the works will be ordered from the successful tenderers of the FRAMEWORK AGREEMENT – BANKS OF THE VESDRE – RESTORATION WORK ON NATURAL BANKS AND RIVERBANK STRUCTURES FOLLOWING THE FLOODS OF JULY 2021 AND ON THE BASIS OF THE ATTACHED WORK SPECIFICATIONS AND THE TENDERS SELECTED FOR LOTS 1 and 2.

The use of this contract differentiates between Type A and Type B missions as listed in Chapter III (Description of technical requirements).

The services of the design office will vary according to the type of work. In particular, the mission includes the stability studies necessary for the design of the structures.

The design office will work closely with the stakeholders of each project: client, DCENN of the SPW, Provincial Technical Service, Municipalities, Design Office specialized in hydromorphology designated by SPI, SPW-MI, Safety and Health Coordinator,....

Each mission will be ordered separately. The services are therefore divided and dependent on the orders placed.

In advance and for each new request from the contracting authority, the design office will meet with it in order to better define the mission requested both at the technical level and at the

financial level.

On the basis of the contracting authority's wishes, it will provide an estimate of the time taken to carry out the mission.

The services of an engineer are also provided for additional missions relating to the estimation of the cost of resilient development works in the Vesdre valley (development proposals from the PDDQ and Vesdre Scheme).

In the case of specific missions for which the hourly rate would apply, an evaluation of the number of hours will be made beforehand by the design office. The contracting authority reserves the right to put the two design offices in competition for these specific missions.

The contracting authority shall draw the tenderer's attention to the fact that the subject-matter of the contracts (type of works, volume of works, etc.) and the rate at which they are issued cannot be described precisely at the time of publication of the contract.

There is no minimum order quantity. Orders will be made as and when the contracting authority needs, without the successful tenderer being able to claim any compensation.

The maximum order budget for this contract is EUR 5,000,000 excluding VAT. The contracting authority may therefore order missions up to this amount. When the maximum order budget is reached, the contract ends, even if it lasts less than 4 years.
