Apple Hardware and Services Framework Agreement 2023

The KID intends to put out to tender a framework contract with one economic operator per lot, which will be concluded with the KID and will serve to meet the needs of the members of the KITU for the supply of Apple hardware and services as well as related accessories. The need will arise for LOT 1 in general education and vocational schools and for LOT 2 in administration.

The framework agreement for LOT 1 serves in particular to meet the demand for Apple hardware and services for schools as well as corresponding accessories, services and German-speaking support. The contract also contains the provisions of the Digital Pact for Schools and the implementation of the "Directive on the Granting of Grants to Promote Access to Information and Communication Technologies" with regard to computer-aided teaching at school authorities of the state of Saxony-Anhalt. Furthermore, the framework agreement is intended to take into account the regular change in the requirements placed on KID and its customers. The aim is to establish a partnership between the KID and the contractor during the term of the contract in order to meet the challenges associated with the change. Purchase obligations are excluded.

Background DigitalPakt Schule

With the DigitalPakt Schule, the federal and state governments want to make schools better equipped with digital technology. In order to achieve this goal, the federal and state governments have signed the administrative agreement for the Digital Compact. The Bundestag and the Federal Council had previously amended Article 104c of the Basic Law, thus creating the constitutional basis for the School Digital Compact. The digital pact is financed by the digital infrastructure fund, a special fund that was formed at the end of 2018.

Investment measures in school buildings and school grounds are supported, including planning, procurement, construction and commissioning. The digital pact will focus on the cabling of school buildings and grounds as the focus of future funding, as well as the complete networking of the respective school complex (e.g. using school WLAN). In addition, the acquisition of presentation technology, digital work devices and end devices is supported.

The following documents must be considered as legal and procedural bases:

• Funding guideline DigitalPakt Sachsen-Anhalt, RdErl. of the MB of 17.09.2019 – 35-81347 (incl. attachments)

• Verfahrenshinweise

• Guidelines on IT equipment in schools

• Guidelines for the creation of a media education concept at schools in Saxony-Anhalt/facilities

• State concept for the implementation of the KMK's strategy "Education in the Digital World"

• Guidelines on data protection in schools and attachments

Background to the ICT Directive

With the "Directive on the promotion of access to information and communication technologies in schools - ICT Directive", the action "Promotion of digital school equipment for regional centres" is implemented within the Next Generation EU approach from the Recovery Fund in the EAFRD "ICT on the use of electronic media in general and vocational schools" and from REACT- EU in the ERDF.

Funding is to be provided for projects for the creation, expansion and modernisation of the basic information and communication technology structures for the use of electronic media in general education and vocational schools run by municipal and independent providers of recognised alternative schools in the state of Saxony-Anhalt. This includes equipping schools of all types with hardware and software solutions (peripheral devices) for electronic production, processing and processing, teaching and distribution of digital media and documents via local networks with Internet connection within the approval period.

Apple hardware for primary, secondary, vocational, and special schools

Currently, KID Magdeburg GmbH has several school authorities in Saxony-Anhalt in supervision. The needs of the school authorities are defined in the context of the implementation of the "Guideline on the Granting of Grants to Promote Access to Information and Communication Technologies" (ICT) as well as the Guideline for Use at General Education and Vocational Schools in Saxony-Anhalt (ICT Directive). on February 20, 2023 in the SVBl. Apple hardware for municipal institutions and government agencies

The KID intends to put out to tender a framework contract with an economic operator, which will be concluded with the KID and will serve to meet the needs of the members of the KITU for the supply of Apple hardware and services.

At present, KID Magdeburg GmbH has 52 users in session service support. KID Magdeburg GmbH is increasingly seeing the trend that committee work should be carried out digitally, i.e. via an application on a tablet. The size of the councils in which the technology is used varies and depends on the number of inhabitants of the municipalities. For example, there are municipalities with a city council of 20 city councillors, but also municipalities with well over 40 council members (in the state capital Magdeburg as the top even 56). In addition to the municipal and city councils, tablets and some notebooks are also used in the local councils for digital committee work.

In the next few years, the state capital Magdeburg, which has 2,500 employees, is also planning to successively convert its business cell phones from Android devices to iOS devices and, in some cases, to mobile devices.

Based on experience, the end devices used should be replaced every 3-4 years.
