Allocation of planning services in the area of property planning - buildings and interiors in connection with planning services for the outdoor facilities for the construction of a new fire station (north) for the Darmstadt professional fire brigade.
The city council of the City of Science Darmstadt is planning to build a new fire station (north) for the Darmstadt professional fire brigade. In order to improve the area coverage with a focus on the peripheral northern and southern parts of the city, two guards will be required in the future. In addition to the emergency service, the areas of administration, control center and rescue service, training, disaster control, workshops and logistics are housed there. The new fire station is part of the critical infrastructure that must remain fully functional even in crisis situations. This includes an emergency power system, a petrol station, redundant cable routing and an emergency exit from the site.
Overall, the guard must be designed for a total personnel strength of approx. 140 emergency services. In the event of larger deployments, off-duty workers and volunteer fire brigades are alerted to manning the watch. The forces deployed are supplied by the guard, ie the kitchen, dining room and warehouse must also be designed for this.
The open space planning concept is an important part. In order to be able to plan the location in terms of structural engineering, it is necessary, among other things, to optimally design the development of the location. The smooth traffic development takes up most of the planned area. The central requirement here is that the fire station must have 2 redundant exits.
A grass pitch is planned to upgrade the guard site and for sports activities in the summer months. The need for parking spaces for cars and bicycles must also be covered.
A plot of land is available for the North Guard immediately southwest of the sub-junction Graefenhäuser Strasse / Pfnorstrasse in Darmstadt. The plot has an area of approx. 30,300 m
An approved area program is already available as the basis for the drafting.
In the bidding phase (2nd stage) the bidder has to prepare a planning study. A detailed explanation of the planning task as well as additional documents will be made available to the selected bidders together with the request for offers.
Scope:
- Specialist planning services of property planning according to § 34 HOAI (2021), LPH 1-9, plus special services, step-by-step commissioning,
- Specialist planning services for the outdoor facilities in accordance with Section 39 HOAI (2021) LPH 1-9, plus special services, gradual commissioning.
The expected costs of the services to be awarded are estimated at approx. 38.5 million EUR net for the KG 300-500.
Planning is scheduled to begin immediately after the award procedure, presumably 8/2021, and the construction phase, presumably 08/2023.
