The Ministry of Digital Affairs's highly heterogeneous project landscape currently comprises around 120-150 projects of various sizes. The projects are managed by around 40-60 project managers, and some projects are implemented with external support. The project management is responsible for managing the projects and using project management methods (classic/agile). For improved project management, a pragmatic and simultaneously professional project management is to be introduced in the StMD, or the existing one should be optimized and supported by software. In addition, the informal transfer of information and cooperation within the StMD are to be strengthened.
In order to improve project management, pragmatic and simultaneously professional project management is to be introduced in the StMD, or the existing one is to be optimized. In a preliminary analysis, the current multi-project and project management was analyzed in order to a) identify the status quo, derive optimization potential and b) determine requirements for future, system-supported multi-project management. In addition, the informal transfer of information and cooperation within the StMD are to be strengthened.
The following tasks are therefore covered in this competitive dialogue in any case:
- Introduction/optimization of a standardized procedure for planning, controlling and controlling projects in StMD and for communication
and information transfer in the StMD and, if necessary, the digital agency,
- Introduction/optimization of multi-project management for all projects in the StMD.
- Optimization of networking and informal information transfer and cooperation within the ministry
- Procurement, adaptation, introduction and sustainable establishment of one or two IT tools to implement the above mentioned points.
The digital monitoring described above may also be able to be mapped using one of the IT tools. This is
a possible, but not an integral part of this competitive dialogue.
- Introduction/optimization of a standardized multi-project management approach for the digitalization projects of the state chancellery and
of all other Bavarian ministries.
