NHS England; Cumbria and the North East are the accountable authority for the provision of local GP practice services for Cumbria and the North East areas. Under the co-commissioning arrangements in place from April 2015, Clinical Commissioning Groups (CCGs) have either delegated or joint responsibility.
LOT 1.
NHS England on behalf of NHS Durham, Dales, Easington and Sedgefield Clinical Commissioning Group (CCG) propose to commission an Alternative Provider Medical Services (APMS) contract (currently delivered as Wingate Medical Centre) and are inviting suitably qualified providers to deliver these services.
The list size of the practice is approximately 2761 patients and the service receives patients from Wingate, Wheatley Hill, Thornley, Shotton Colliery, Haswell, Station Town, Hutton Henry, Trimdon, Peterlee, Castle Eden, Horden, Blackhall and Sheraton.
The aim of the service is to deliver essential, additional and enhanced services to registered patients from a premises located in Wingate Medical Centre, Front Street West, Wingate, County Durham, TS28 5PZ.
NHS England in conjunction with NHS Hartlepool and Stockton on Tees CCG propose to commission GP services, currently delivered as Hartfields Medical Practice, and are inviting suitably qualified providers to deliver these services.
The list size of the practice is approximately 2 345 patients and the service receives patients from within the boundary of Hartlepool.
The aim of the service is to deliver essential, additional and enhanced services to registered patients from a premises located in Hartfields Extra Care Village, Hartfields Manor, Hartlepool, Cleveland, TS26 0US.
Commissioners are inviting innovation from providers to submit bids in respect of either:
LOT 2: the delivery of a standalone 5-year APMS contract, or
LOT 3: a branch surgery of a GMS contract or PMS agreement located within the boundary of Hartlepool and Stockton on Tees CCG which is in perpetuity.
Bidders must submit their bid on the basis of these models.
Bidders may bid for any of the lots or combination of lots within this tendering opportunity.

The contract and service commencement date for each contract will be Friday 1.4.2016. The contract for LOT 1 will be awarded initially for a period of 5 years. Should LOT 2 be awarded as an APMS contract, the contract will be awarded initially for a period of 5 years. Should LOT 3 by awarded as a branch of an existing GMS contract or PMS agreement, this will be in perpetuity.
Under the Public Services (Social Value) Act 2012 the contracting authorities must consider:
— How, what is proposed to be procured might improve the economic, social and environmental well-being of the relevant area. (Area is the geographic area for which the procurement is taking place);
— How, in conducting the process of procurement, it might act with a view to securing the improvement.
Accordingly, the subject matter of the contract has been scoped to take into account the priorities of the Contracting Authority relating to economic, social and environmental well-being. These priorities are described in the Invitation to Tender and are reflected in environmental and social characteristics in the evaluation criteria for the award of the contract.
North of England Commissioning Support (NECS) is managing the procurement process on behalf of NHS England.
