The subject of the framework contract is the execution of control tests in road construction and other laboratory services in accordance with the specifications of the service description.
The control tests and laboratory services are divided into the following service areas:
Performance range 01: Soils, soil improvement and soil consolidation
Performance range 02: Coatings without binders
Performance range 03: Concrete construction methods
Performance range 04: Asphalt construction methods
Performance range 05: Bitumen investigations and investigations on bitumen emulsions
Performance range 06: Longitudinal flatness measurement
Performance range 07: Grip measurement
Performance range 08: Road marking
Service Area 09: Environmental Analysis

The service areas are hereinafter also referred to as "lots" due to the specification of terms in this announcement form.

The conclusion of the framework agreements for the provision of the services described in more detail in the service description (Annex 1 to the framework agreement) takes place by means of a so-called "open house procedure" (see Section VI.3 for more details and in the cover letter, which can be accessed via the electronic address specified in Section I.3).

The framework contract to be concluded individually includes for each contractor those service areas described in more detail in the service description (Annex 1 to the framework yield) for which the admission requirements have been proven with the application for approval.

Individual contracts awarded on the basis of the framework agreement concluded may include all services or only parts of one or more service areas for which a contractor has been approved.

The open house procedure runs from publication until 31.12.2023 and can be extended twice by 1 year each. Applications for admission and thus the conclusion of a framework agreement can be made during the entire term of the open house procedure.

A framework agreement comes into force with the admission of an interested party and ends subject to extension option on 31.12.2023. The framework agreement can - analogous to the open house procedure - be extended twice until 31.12.2024 or 31.12.2025 due to the extension option. Further details are regulated by the framework agreement.
Soils, soil improvement and soil consolidationSubject of lot / performance area 1 are control tests in road construction and/or laboratory services with regard to soils, soil improvement and soil consolidation.

Layers without bindersThe subject of lot / service area 2 are control tests in road construction and/or laboratory services with regard to layers without binders.

BetonbauweisenThe subject of lot / performance area 3 are control tests in road construction and/or laboratory services with regard to concrete construction methods.

AsphaltbauweisenThe subject of lot / performance area 4 are control tests in road construction and/or laboratory services with regard to asphalt construction methods.

Bitumen studies and studies on bitumen emulsionsThe subject of the batch / performance area 5 are control tests in road construction and/or laboratory services with regard to bitumen tests and investigations on bitumen emulsions.
