The invitation to tender applies to a framework agreement for engineering and consultancy services within HVAC and sanitary installation, Parks and Plans for Vestby municipality.

The contract value is estimated to be above the EEA threshold value. The estimated value is not binding for the contracting authority. The need is uncertain. The volume can be both higher and lower, and will depend on, among other things, the contracting authority's needs, activities, budgetary situation and other framework factors.

Maximum value including options and expected price increases during a four year period: NOK 110 million excluding VAT.

Lots/groups

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority considered dividing the contract in accordance with the Public Procurement Regulations §19-4, but has decided that this is favourable.

Framework agreement

The assignment will be regulated by the attached framework agreement with the accompanying standard agreement terms.

The framework agreement period is from and including 2022-04-01 until and including 2024-03-31. Option for 2 years extension for 12 months at a time for the contracting authority.

The contracting authority shall enter into an agreement with 3 or more tenderers, if a sufficient number of qualified tenderers submit tenders.

The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.
