The subject of this specification is the execution of the urban waste management service with reduced environmental impact in a life cycle perspective, pursuant to the Action Plan for the environmental sustainability of consumption in the public administration sector (PAN GPP) and the Decree of the Ministry of Ecological Transition (MITE) of 23 June 2022 "Minimum environmental criteria for the award of the municipal waste collection and transport service, cleaning and sweeping and other urban hygiene services, the supply of containers and bags for the collection of municipal waste, the supply of vehicles, non-road mobile machinery and equipment for the collection and transport of waste and for street sweeping"
The services covered by the contract, which must be carried out in the territories of the Entity according to the procedures specified on a case-by-case basis in the Technical Regulations, present in the tender documents, are the following:
a) collection and transport of urban waste in the definition referred to in Legislative Decree No. 152/2006 and subsequent amendments and in particular;
1. home collection of the residual urban fraction, the organic fraction, paper and cardboard, glass, plastic and metals (cans and tinplate), produced by domestic and non-domestic users and green waste produced by domestic users;
2. separate collection of hazardous waste ex RUP such as spent batteries, expired medicines, containers labelled T and / or F produced by domestic users;
3. separate collection of used vegetable oils and clothing used by domestic and non-domestic users;
4. home collection on call and itinerant collection of bulky waste and WEEE, aggregates, green waste and other waste produced by domestic and non-domestic users;
5. management of the Collection Centre, including supervision, supply of equipment, emptying of containers and anything else necessary, as provided for in these specifications and related annexes;
6. transport of the waste indicated in the previous points to authorized recycling and/or final disposal and/or storage/preliminary storage centres, including charges/revenues for final disposal and/or treatment and/or recovery as described in these specifications;
(b) urban hygiene services, such as street sweeping and washing, cleaning of market areas and events and other complementary services including transport to authorised facilities and any final disposal and/or treatment and/or recovery charges as described in these specifications;
c) activation of a dual information system for the control and management of services and data, creation and management of a waste traceability system and accounting for the delivery of waste by users, activation of any obligation referred to in Table 2 of Appendix I of the TQRIF and compliance with contractual or technical quality standards according to the Regulatory Scheme IV pursuant to art. 3 of ARERA Resolution no. 15/2022 "Regulation of the Quality of the Urban Waste Management Service";
(d) communication and awareness-raising campaign.
