This study will provide an overview of ways in which ERDF, CF, and JTF funding has been designed and programmed across the EU and will assess the expected results. It will assess the ERDF, CF and JTF intervention logics, including the European territorial cooperation goal (Interreg), providing early evidence of the funds’ effectiveness, efficiency, coherence with other policies, relevance and EU added value.
It will assess what changes the new cohesion policy design brings to planned interventions as compared to the previous funding periods.
It will investigate the role played by enabling conditions during programming and implementation as well as the coherence of ERDF, CF, and JTF investments with country reports and country-specific recommendations from 2019 until 2023.
