This framework agreement follows the abandonment of procedure n° 2023/S 025-067574 published in the OJEU on 03/02/2023.
SEMMARIS is the managing company of the Rungis International Market. For more than 30 years, SEMMARIS has been supporting its clients on various projects to create or restructure wholesale markets in France and abroad.
It provides technical assistance at all levels, from the design to the operation and development of wholesale markets and agri-food logistics centres.
As part of its investment plan and the development of its consulting activity, SEMMARIS is looking for partners to support its growth strategy.
This consultation concerns the conclusion of an alloti framework agreement, giving rise to the conclusion of subsequent contracts pursuant to Article R.2162-7 of the Public Order Code, for the provision of financial assistance services to the operations of SEMMARIS.
Financial assistance for international and France operations, excluding Rungis M.I.N.Lot 1: The missions that may be awarded cover the following typologies for example: advice and support in the implementation of business models in logistics real estate, financial value engineering, business plan, analysis of investment scenarios, financial advice, investment strategy, etc.
For international affairs it is expected a perfect command of foreign languages for the reports to be submitted and the management of projects.
This lot will be concluded with 4 economic operators for a maximum amount of € 500,000 per year, or € 2,000,000 over the maximum duration of the contract.
The framework agreement does not provide for a guaranteed minimum.
Economic operators will be put back in competition when each subsequent contract is awarded, in accordance with Article R.2162-12 of the Public Procurement Code.
Financial assistance for the operations of the M.I.N. of RungisLot 2: The missions that may be awarded cover the following typologies for example: advice and support in the implementation of business model in logistics real estate, financial value engineering, business plan, analysis of investment scenarios, financial advice, investment strategy, advice in structured finance.
This lot will be concluded with 4 economic operators for a maximum amount of € 400,000 per year, or € 1,600,000 over the maximum duration of the contract.

Economic operators will be put back in competition when each subsequent contract is awarded, in accordance with Article R.2162-12 of the Public Procurement Code.
