The Jobcenter Köln (AG) is a joint institution of the Federal Employment Agency and the City of Cologne (§§ 44b, 6d SGB II), whose aim is to offer people in social emergencies the necessary support to gain a foothold in the training and labour market. In order to achieve this goal, the basic main tasks of the Jobcenter Köln are the provision of benefits and placement in work.
The nine properties of the Jobcenter Köln are spread over the entire city of Cologne and cover a total area of approx. 57,000 sqm including all storage areas. For the protection and safety of employees, customers and objects and property, a suitable security company is now to be commissioned. In addition, events of the Jobcenter Cologne can also be secured on separate request.

The total estimated value given below refers to the ESTIMATED PURCHASE QUANTITY of this framework agreement over four years, i.e. including the option to extend the contract (see also II.2.4). The value of the hypothetical MAXIMUM PURCHASE QUANTITY with a term of four years amounts to EUR 7,733,209.00 net.
The requirements for the contractor (AN) essentially result from DIN 77200, performance level 2.
The type of security services to be provided is divided into the separate security service and the locking and control service.
Tasks of the separate guard service:
The tasks of the separate guard service generally include:
- Ensuring personal presence in the buildings
- Support of the client in the enforcement of the house rules (smoking ban, alcohol ban, bringing dogs, etc.)
- Implementation of admission controls
- Rejection of customers who have been banned from entering the premises
- Initiative or on request protection of employees against verbal and physical threats and attacks (on-call service via mobile phone)
- Active de-escalating influence in or to avert conflict situations
- Permanent patrols in the immediate access area, the entrance, the entrance zone, the corridors and waiting areas
- On request: participation in discussions with selected customers
- Detailed documentation about the execution of the order and unsolicited submission of this to a contact person named by the Jobcenter Cologne
- Regular information of the Jobcenter Cologne about special incidents
- If necessary, provision of the keys for the cleaning service
- Locking customer access before and after customer opening hours
- Securing events of the AG (e.g. applicant days, information events, "Job Speed Dating", etc.),
Tasks of the locking and inspection service:
The tasks of the locking and inspection service generally include:
- Unlocking or locking of the main entrance doors at the closing times specified in point 2.3 of the specifications
- Documentation about the execution of the order and unsolicited submission of this to a contact person named by the Jobcenter Cologne
- In the course of unlocking: Disarm circuit of the burglar alarm system
- In the course of closing:
- Control of windows and skylights in the corridors including any necessary closing or switching off
- Referral of strangers who may still be present at the time of closure
- Arming of the burglar alarm system
Locations and times:
The operating times given below are based on experience and represent an average value for the provision of orders in the properties - excluding events; deviations may occur in individual cases. On Shrove Monday, Christmas Eve and New Year's Eve, the properties of the job center are generally closed.
A framework agreement is concluded. Therefore, changes (reductions or increases) may occur, which will be announced with reasonable lead time (see also section 1.2 of the contract).
The ESTIMATED PURCHASE QUANTITY amounts to approx.
- in separate guard service on weekdays - 51,522 hours/year
- in the closing and control service on working days - 2,142 hours/year
- in the closing and control service on working days with night surcharge - 254 hours / year.
These hours are ESTIMATED QUANTITIES, therefore there is no purchase obligation of the Client.
The MAXIMUM PURCHASE QUANTITY of this framework agreement is limited to the respective aforementioned estimated purchase quantity in hours plus 20%.

Due to the access control and the possible participation in discussions of the AG with customers, this is an order processing within the meaning of the law. Kind. 28 GDPR. Accordingly, an agreement on order processing is part of the contract documents.
